if NPSL and UPSL are both tier 4 aka step 4, and NPSL Regional is below NPSL, then how is NPSL Regional above UPSL? Not sure what I am missing here.

What about franchise or annual league fees?
Will this league kind of compete against USL2 or League for Clubs for attention if not nascent clubs?
